Fire Risk Assessment in West Bridgford
Lady Bay villas carved into flats, Central Avenue shop units, shared houses and new riverside apartments. Describe your building and one qualified assessor from the area gives you a fixed price first.
Who needs one in West Bridgford, and what it costs
Anyone in charge of the shared hallway in a split Victorian house, a let to sharers, a shop, an office or a block needs a fire risk assessment in writing. Trent Bridge puts the city a few minutes’ walk away, yet HMO licensing on this bank belongs to Rushcliffe Borough Council, and its rules are lighter.
For a villa holding 2 to 4 flats, the shared parts start at £280. A purpose-built block starts at £300, and a shared house with 5 to 7 bedrooms at £350. Other bands sit on the cost guide. You agree timings with the assessor at booking and get the findings as a written report.
Rushcliffe vs Nottingham City: HMO rules side by side
Each council’s published position, October 2026.
| Rule | West Bridgford (Rushcliffe) | Nottingham City |
|---|---|---|
| Mandatory HMO licence | Yes, since April 2006, for houses with five or more occupants making up at least two households | Yes |
| Additional HMO licence | No scheme. Rushcliffe states that neither additional nor selective licensing runs in the borough | Yes, across the whole city from January 2024, catching shares of three or more unrelated tenants |
| Selective licence (single lets) | None | Second scheme from 1 December 2023, covering an estimated 30,000+ private rented homes in a designated area |
| Licence fee | £995 for five bedrooms (£735 up front, £260 on approval). £1,135 for six to ten (£840, then £295) | Additional HMO, standard: £1,607 (from 1 April 2026). Selective, standard rate: £950 |
| Fire documents the council wants | An alarm servicing report, plus a smoke and CO alarm report. Officers rate fire risk themselves on inspection | Emergency lighting certificate, plus a fire alarm certificate where there is a panel. Send your fire risk assessment too, if one exists |
| Planning control on small shared houses | No Article 4. Cabinet found on 10 February 2026 that the evidence fell short | Yes. Turning a family home into a shared house for 3 to 6 people needs planning permission |
Does my West Bridgford rental need a licence?
- Five or more tenants from at least two households who share a kitchen, bathroom or toilet: Rushcliffe must license it.
- Three or four sharers: Rushcliffe asks for no licence, where the city would. The HMO management regulations still bind you, and the shared hallway and kitchen are still due an assessment.
- A single family let: no selective licence here. Smoke and CO alarm rules still apply.
- Self-contained flats in a converted house: usually no HMO licence, though the shared stairs fall under the fire safety law below.

West Bridgford buildings: what comes up
West Bridgford grew fast and late. Local historians count 519 houses in 1891 and 2,864 by 1911, after the Musters family began selling estate plots in 1880. In 1890 sixty acres at Lady Bay went as 463 plots. Hence so many old houses doing new jobs.
Victorian and Edwardian houses split into flats
The big late Victorian houses around the centre and Lady Bay make natural conversions. The assessor checks whether each flat door onto the stair holds back smoke, whether pipes and cables have left gaps in old lath and plaster, and whether detection in the hall fits the risk. Single lets are covered on the landlords page.
Shops and offices on Central Avenue and Gordon Road
Both mix independents and chains. Where rooms above a unit are let or used as offices, the assessor looks at whether the way out runs past or through the shop, whether the two floors share an alarm, and who holds keys to rear exits. See offices.
Blocks of flats by the river
The Poplars blocks went up in 1960 where a farmhouse was demolished. Rushcliffe’s 2024 housing land assessment lists 48 homes at Lady Bay Bridge and Radcliffe Road, three storeys already half built, and 170 apartments proposed on the City Ground car park. Blocks carry the 2022 fire door and resident information duties. See blocks of flats.
Large detached houses in Edwalton
Rushcliffe’s October 2024 appraisal of the Edwalton Conservation Area describes “large late 19th and 20th century commuter houses along Melton Road, Valley Road and Boundary Road”. It also records that Edwalton Hall became a hotel after 1954 and was redeveloped into apartments and penthouses in 2002. Let one of these houses to five sharers and it needs a Rushcliffe licence. Run it as a guest house and workplace fire law applies.
West Bridgford fire station on Loughborough Road attended 2,900 incidents between 2018/19 and 2023/24 (Nottinghamshire Fire and Rescue Service figures): 1,217 false alarms and 230 dwelling fires. The most visible recent fire was at County Hall in July 2022, when twelve crews tackled a first floor blaze.
What people actually ask
Two real forum questions that match West Bridgford buildings, copied exactly.
“We had a fire risk assessment carried out in 2013, and I am wondering if there is a legal requirement to have this upgraded or reassessed…” (as written)
A co-owner of a Victorian building with four other owners on Property118, January 2022
Yes. The law says the assessment must be reviewed regularly and whenever something significant changes, and since 1 October 2023 the full findings must be kept in writing. A 2013 report also predates the 2022 resident information rules and BS 9792:2025, which is now the standard for housing. For a West Bridgford villa shared by several owners, a fresh assessment of the hall and stairs is usually the sensible step, priced from £280 where the house holds two to four flats.
“2) how does the building NOT have a compliant fire alarm system? 3) why has this only come to light now?” (as written)
A leaseholder in a block built in 2013 on MoneySavingExpert, June 2025
Newer blocks are not exempt from findings. Guidance and expectations have moved since Grenfell, and a building can pass sign-off when built yet fall short of what an assessor expects today, especially on alarm strategy and flat entrance doors. Leaseholders in the new riverside schemes should ask the managing agent for the current written assessment. Since October 2023 the responsible person must tell residents the risks it found and the measures in place. A block’s communal areas start from £300.
Which laws apply to West Bridgford flats, shops and shared houses
- Regulatory Reform (Fire Safety) Order 2005. Reaches every shop, office and guest house, plus the communal hall and stairs in flats and shared houses. Whoever controls those parts, often a freeholder, landlord or management company, needs a suitable assessment.
- Building Safety Act 2022, section 156. Since 1 October 2023 the whole assessment and your fire safety arrangements must be written down, however few staff or flats you have.
- Fire Safety (England) Regulations 2022. Live from 23 January 2023. Even a Lady Bay villa with two flats and a shared hall counts: residents must be given fire safety instructions and told why fire doors matter. Blocks taller than 11 metres add quarterly checks on shared fire doors and a yearly check on each flat front door.
- Housing Act 2004. The source of HMO licensing. Rushcliffe uses only the mandatory part.
- The standards. PAS 79-1:2020 covers workplaces such as Central Avenue shops. Housing, from villa flats to HMOs, now follows BS 9792:2025, the successor to PAS 79-2.

A typical West Bridgford job
An illustrative example based on the guidance and prices on this page. Not a real customer or property.
A late Victorian house near the town centre was split into three flats years ago. The three leaseholders share the front door, hall and stairs, and their old assessment predates 2023. They send one enquiry. A qualified local assessor quotes from £280, the starting price for shared areas in a building of 2 to 4 flats, then visits. The assessor checks the flat doors onto the stair, detection in the hall, gaps where services pass through ceilings, and storage under the stairs. The owners receive a written report with actions in priority order, plus the resident information the 2022 rules ask for.
